I was trying to peacefully vassalize a neighboring duke as an emperor. He had my religion, and two more pluses would push him over to agreeing. He only had one plus for opinion, and his numerical opinion was 35. I checked, and bribing him about 112 gold would boost that by 67, maxing it out at 100. Surely, I thought, this will be enough. So I spent the gold, but when I went to see if I could vassalize him, there was NO CHANGE. He was still at a single plus for opinion. At 100 OPINION.
Please, de-obscuficate this system! Open it up for modders, so we can see what causes what changes, or just replace the pluses and minuses with numbers so it at least makes more sense and is less eyestraining to read, or something. Even a dev diary that explains the ins and outs of the system to avoid this sort of costly surprise would be fine.
