I hail from the same region and Verden is literally placed in the middle of Bremen and Hannover, which is exactly the region known as Hoya in EU4 that was added with Common Sense.
I understand that there may be some gameplay reasons for it, but's it's still a huge inaccuracy. I also don't understand why Verden got Bremen ideas. Sure, it's in the region, but Verden is known as a city of horses, not one of maritime trade. You could just bring back Bremen instead as another OPM and cede Stade to the Hansa.
