Hey, so I know others have been having trouble with this, but it's incredibly frustrating to lose a planet and then have it be almost impossible to recapture because you're not allowed to bombard the planet's fortifications. Bad enough when an enemy alien does this, at least you can negotiate with them. But in my case, some mega fauna took over my planet (and somehow the space station above it?) and I''ll never be able to get it back.

I hope something is done about this. I love Stellaris, but this issue rage inducing.

This just killed my first game. A planet got occupied, and they're sitting there with more than my actual max cap of planet fortifications. My fleet in orbit isn't bombarding, the planet fortifications aren't decreasing (they're actually over max), and I'd have to send in like 43 armies to have a shot at retaking. To continue with the game I'd have to actually LOSE the damn war which I could easily white peace by recapturing my own planet.

I encountered the same issue as OP in the case of Titan Lifeform. However, when I brought a ground force that should not be able to win, I ended up winning with almost no damage taken!

The tooltip said damage to defending army was reduced by 95% due to fortification, so I calculated what my army could do and by all rights I should've needed an army 3x what I brought. Yet, I think what ended up happening, at least in the Titan Life case, is that the 95% reduction was not applied against me but it may even be applied against the Titan Lifeforms instead. It could be that since the game think it IS my planet (as even occupied worlds are still yours until you ceded them), so perhaps as a result I ended up not suffering from the fortification penalty.

Unfortunately, I play on Ironman so I couldn't reload and test different scenarios. I do not know if this apparent non-penalty of existing fortification bug is specific to Titan Lifeform event, or is true for alien empire owning your planets too. But if anyone in such stiatuion could invade with comparable forces by assuming no fortification penalty, and record what happens, perhaps it could help pin down this bug and provide insights for PDX into creating a fix.

huh! i wonder what is causing this, maybe it's trait related? I'm pretty sure I've exchanged planets / retaken captured home systems plenty of times in my games without issue... ie including the use of bombardment

Still have thus issue. Had 3 mutant horrors, and couldn't build 50 armies before they purged the planet. Many pops unhappy about this. This really needs to be addressed, because it's a huge imbalance for the player. I have noticed however that the AI can do it.

It's fixed in Risa's bugfix mod and also there are instructions in the bug forum to fix it yourself.

But really fortifications should not build up to full when under an alien invader anyway, and the occupiers should not get free 'garrison' armies.
The free garission were added intentionally with 1.4. The idea was to make recapture harder - with Foritifications and Garission you need more then one army. It was supposed to be the occupier species, however.

The Titanic Life/Terraforming Mutants thing? Yeah, that is a bug. Well known. Propably fixed in 1.5. What trips up the game is that this an occupian by a non-Empire. That is also not technically at war.

Regardless, it is a bad idea. The fact that there's no incentive to leave armies to defend an occupied planet is silly, and makes armies irrelevant. The only reason it is necessary in the current version is that you need to take SO many planets to win a war.

If they made it so you had to occupy planets, but got more war score for occupation, you'd have a much more strategic game.

Gee, I haven't seen this for a few games, but when it happened to me I got purge penalties for my pops dying x-x Including the unfinished robots. Supposedly that's fixed now...
