I dont need to promise anything.
I have favors up the wazzoo with Castille. The mere fact that they are allied to me has given them opportunity to expand without interference
simply because im bigger than anything in the area.
Now that i want to cash in on that in a meaningful way i cant do so because Castille be like:
"Yo, that Ottoguy real cool man, cant touch that.
I have no real reason to like him and you be my ally for decades but stuff."
