This is something I discovered last year: You cannot make an event, decision or technology which changes your non-national MP growth. Nope. Wanna add/decrease foreign MP growth? Ministers-only.


populationgrowth - modifiers on MP growth
# when = national (default) / non_national (foreign)
# value = (-)x.xxxx - Positive values are bonuses



This is a little... inflexible, and quite odd to be honest, to have something hard-coded like that. Seems like one of those little things that no one ever noticed.
Also makes me wonder if any more of those minister_personalities.txt commands have similar restrictions, which is worth looking into.
