Below I have made a mockup of "sub-level" sliders that would weight the odds of some of stellaris more interesting galactic setup features.
Whilst this already somewhat exists for primitive civilizations (they will "consume" normal habitable worlds to spawn), it would be better if the UI reflected this (such as using the % of habitable worlds below), and likewise it would be good if the two other "major" features of random planets were opened up to easy customisation for players.
The recent beta patch has added spawns for more presapients from DLC species packs, so it feels like it would be a good time to add a relevant slider for it too.
And, as other threads have mentioned, Terraforming candidates mostly spawn by anomaly right now. This leads to very inconsistent terraforming candidates (they often appear later in the game once the main "pool" of events have been exhausted) which devalues the worth of terraforming a little.

- Habitable worlds - works as it does now, increasing the amount of... habitable worlds (vs barren ones).
- The next 4 sliders are co-dependent (meaning if you increase one, it will either not move if the sum of all 4 > 100%, or it will reduce the others) and do not apply to guaranteed worlds, FE worlds or other special places.
- HW's with primitive civilizations - determines what % of the galaxy's habitable worlds have a primitive empire on them.
- HWs starting as Terraforming candidates - determines what % of the galaxy's habitable worlds start barren (e.g. frozen) but with the terraforming candidate modifier.
- So you could have 5x habitable worlds, but 80% set to terraforming candidates - meaning most of those worlds wont be "in play" till later when terraforming has been discovered and empires have enough resources to dedicate to that.
- HWs with presapients - determines what % of the galaxy's habitable worlds have a presapient on them.
- Untouched habitable worlds are just... normal colonisable worlds (i.e. ones with no presapient, terraforming candidate or primitive civilisation on them - pending any anomalies they may trigger).
