I'd like to know if my subjects are over Governing Capacity before I give them more land. I'd also like to know so I don't build unnecessary Town Halls in their lands.

Is this really a problem? Being over the limit has several drawbacks, but 2 of them affect AE, will be counted for the overlord anyway. So your subject has to deal with more expensive advisors (which he can simply dismiss) and paying more ADM points for stability & coring. So what?

Was that a serious response?

EDIT: Okay, maybe I shouldn't be so mean. But it's an important new feature, so yes, I strongly believe it should be visible like any other stat in the game. It doesn't matter if some people may find it useful or not.
