If they revolt, you can edit the save so that you can play 'em. Ask an expert how if you don't know. Also, I think you may be able to start as the nation, but then you'd have to wait a long time and it is also unstable (AFAIK).

Easy, play as England/Spain, release vassal: save the game, change a new name in the multiplayer menu, Example: Name = Tijuana, change to Name = Whateveryoulike, go into the choose scenario menu,chose the saved game, right click on the shields, find the nation, choose it and PLAY

if nothing happens, add the country's 3 letter tag to the "selectable" list in the save file

yup. If he's released a country as a vassal(and saved), he can simply surrender, load the game, right click the shield of his former country, and click on whatever country he does want to play as.

The whole multiplayer changing your name thing, is only good if you want to choose a new country that is one of the starting shield countries(like switching between england and france in vanille GC), because it gets rid of the gray(their shields) on a saved game.
