It's been a long time since I played rep. spain, still I remember some concepts that might help.
All troops that are in the deployment pool will stay on your side, so it will be useful to raise some divisions and keep them there.
Don't waste IC on reducing your dissent, it will be reduced when the war starts (don't know if this has changed with core).
Which troops join which side seems to be random, otherwise it may be leader dependend. I would suggest to keep all troops in one province (but not under one leader!), so there will be one huge fight in the beginning (maybe use a mountain province with forts - I suppose you will be the defender). If your numbers in relation to the nat. spain numbers are too small you might consider to reload (so better use the monthly autosave function).
It is important to capture the northern provinces, most of the resources are located there, it will also help to capture the nat.'s capital early to ease the war.
I would avoid using planes (esp. strat. bombers) they are to expensive to repair, you'll be short on supplies.
