Yes, there is.
You have to edit some files though:
In 1492_IGC.inc (free Dutch option already set!!!) (in \Scenarios folder) Make a backup before editing!!!
Open yourgame.igc with notepad and search for HOL. You should see following lines:
ownedprovinces = {
337 338 }
controlledprovinces = {
337 338 }
Just add the provinces you want, for example if you want all Dutch national provinces, add those as well (339 340 377 378 379 380)- to BOTH of these lines. If you want to add additional ones, then look province.csv in \DB directory: all provinces are listed there and you can find one easily.
Now, you must remove these provinces you added from their previous owners: for example find SPA and remove all your provinces (again both controlled and owned). You must do it to all provinces- EU can't handle shared ownership.
Then launch the game and enjoy.

the neatherlands is easy with two provinces, don't make it any easier. Just pick a fight with Spain when they are fighting France, make sure you get flanders in the peace treaty, do that again. Now you have most of your home provinces, France will declare war on you, capture france (border and some other provinces and you already won before colonization starts. With all the coloners you get you should be a colonial power around the world.
If you have taken all your core provinces you will get into trouble with France sooner or later. France has CB's on Artois & Flandres, so they will come after you in the future

That's true Vulture, however it's not really a problem. I just finished an IGC as Netherlands. Because France's capital is so close to you, defeating them is not really difficult at all. While I'm not normally one to make a beeline for the enemy's capital in war (I consider that exploiting the AI) ; if their capital borders my provinces, it becomes a legitimate and strategic target. So everytime France DOWd me; I would send one army into a "winnable" province, like Orleannis and another into Paris. War over, I win.
Holland is actually a fun, and relatively easy country to play; it was fun seeing almost all of N.America and most of India coloured orange...

In regards to this I also pointed out the error in the Paradox lists where they list Flanders under German countries as in 1419 it was actually a renegade French province. They also switched up some other ones like Hainaut and so.

No it is a custom scenario BiB made a while back... It is in the depot... Real cool scenario
