1) I like to keep the military factories going if I can. You'll probably need lots of them for making units and increasing your reserves. Cilpper factories can make a nice profit, I imagine yours isn't because you have to fabric or are inporting it, so you could shut it down for the meantime.
2)Sure. I normally cut mine down to 25-50% unless I am at war.
3) Unless you want to trade for RR tech it's a good one to get. Once you get RRs you can start upgrading. Getting some cultues techs early can be good too though, but you've got untill 1850 before thise start triggering.
