playing as ming

so im trying a game as ming
every time my emperor dies, i get tons of rebels

i do not have mandate of heaven content

whats the secret?

It's been some time since I played Base-Game Ming. But afaik Mandate of Heaven should be either a positive modifier (reducing unrest) when your monarch legitimacy is >60 or else it turns into a severe penalty.
Without any other Information that would be my first guess.

If you can raise legitimacy manually (in the government tab), you can use that. (It's a function from some DLC I believe)
There are also some (Ming) events, that help you get legitimacy.

none of my heirs must be legitimate, as everytime i switch i get all these rebels
really hampers the game
