No, the best is to form France, join the HRE, become Emperor, and unite the HRE. That way, you get France, the Low Countries, Germany, Austria, Bohemia, Switzerland, and Northern Italy for 0 infamy.

And nearly all of Germany and Italy doesnt have cores and you have endless rebelions for 50 years at minimum. I prefer having Infamy than to whack-a-mole rebels for 50 years.

Well, you can PU-inherit strategic OPMs so that you border everything and get cores on everything.



Or, unite the HRE when it's the only thing left to conquer in the world, and then you're done and don't have to hunt rebels.

You could form France, do the Italian ambition mission to get as much cores as you want, form Germany, be HRE and form it

No, France can't take the culture shift decision. No cultural union can.
Reduce self to OPM in province of desired culture. Collapse to rebels. Your culture will always change under those conditions.

There's no comparison between the HRE's rebel issues and what you get through the Asian steppes. It's even more frustrating if you aren't in the Western tech group, be prepared for endless ping ponging if you share a tech group with the rebels.

I also find the Caribbean more frustrating, simply because each new rebel ends up being:

Move army to coast (if needed) --> Move fleet to coast --> Load troops --> Move to rebels. So many more clicks and micromanagement for the same amount of rebellion.

rebels on a 1 province island cant retreat-also, you can cover the entire east coast of the americas with 1 fleet and 1 stack, whereas in the old world, you need a stack for every 9 provinces or so....
