I am pretty new at Victoria, so I need some ideas for where to go next.

I started off as Argentina and I had an initial goal to militarily take Paraguay and Uruguay. It is now the late 1850's and I have accomplished both. I am so new that I have not done any POP converting yet, and I have also tried to maintain a balanced technological development strategy, only foregoing Naval technology.

I actually survived a war that Brazil declared on me where I got a White Peace with them, even though they had conquered half of my country. Now I have pretty good relations with them, as well as OK relations with GB.

My first thoughts on future goals are:

1) Stabilize my country and get involved in the Industrial Revolution
2) Finish the colonization of the Patagonian Peninsula
3) Wait for a good opportunity to try and take some territory from Chile

Any other thoughts from the group here? How can I make gains on Chilean territory without a war? Also, should I set my goals further and try to take the Argentines overseas?

Military score is what offsets badboy value. If you have a really high babdboy value, but with a huge military score, then the AI won't dare attack you.

11 badboy is nothing to worry about. The attack on Chile will of course give you a little bit more, but still not enough to make Brazil attack you.

I'd focus on taking Chile out first and then do the other two. (i tried the same exact idea, but i took out Chile then uruguay and then paraguay, it's a very good plan to do - especially if you have VIP in which you can choose to restore the monarchy and la plata which also gives you claims on all of uruguay / paraguay / chile but brazil declares war on you after that, but it's still worth it) after doing all of that and taking a good amount of brazillian territory, (i wouldnt suggest making war with them unless you have triple the amount of divisions they do, i did and i still got overextended and had a rough time ending the war, so i only settled for a couple provinces) i'd suggest extending into other parts of the world, i took over modern day nambia and i took over some chinese provinces, it was worth it though, by the end of the game i had a fairly stable empire with a good amount of money and immigrants coming in

I went for a peaceful game myself, and ended up as Great Power without fighting a single war. Colonizing africa and industrialising..

A strong Navy is important for Latin America... You will kill yourself fighting through the mountains and jungles of Central Southern America... Usually the A.I. will hand over large tracts of land if you capture the capitol.

the easy way to win wars is yes capture the capital asap. I do it and pretty well can draw white peace straight away not always easy if its deep in their territory ( russia and germany for example)

Russia's capital is St. Petersburg... it's on the coast. Just have a better fleet to get there, and then land some divisions there and take it.

If you can also have a decent fleet stationed outside for naval bombardment, the Russians will commit suicide while trying to take it back.
