in hoi 2 and hoi3, enjoy to play secondary powers than major powers (like spain, turkey etc.) but the main problem is, hard to develop with these countries in vanilla version. in black ice mod, you can be developed and be a major power, cause of the beautiful tech tree. i suggest that, in tech trees have to have initial catch-up techs like in that mode

Minors actually might end up a bit OP because the minors NF tree gives the option for 3 (?) extra research slots allowing them to easily catch up with the majors.

Totally agree, playing a medium/minor needs to be more fun. In Hoi3 outside of custom start the only viable nations were SOV, GER, ENG, USA, JAP and ITA, though the latter two only because of buffs. Don't get me wrong I'm not say HUN, BRA, SPA, TUR etc should be world beaters but with strong focused industrial efforts they should be able to put together a force that can tip the war in the favour of their chosen faction (if played well).

Japan and Italy were not made fun because of buffs. Japan and Italy were made fun because the devs and modders realize those countries had a lot of potential that was untapped.They weren't special bonuses, they were just incorporating that potential. Which is the right thing to do.

I think thats what needs to be done for minor/medium powers. Consider what potential they had, and leave it open for a good player to tap. I think I heard them say once that they were thinking about the "potential" of countries, so maybe that will help?

We are of the same mind here :) Even historically it wasn't just the faction leaders who decided things. I'm not after a game where Hungary wins the war, however, I do want a game where in an alternate reality Hungary could marshal sufficient resources to tip the scales. In HOI3 a custom start Hungary (or any other med/minor) could have an effect but I would rather the games actual mechanics supported that as opposed to just deleting you navy/airforce just for the points to beef your army/ic.

How does

No one ever said it it.
Someone wants something in the game, and that want just happened to be included in a mod for a previous version of the game.

The only expectation that can even be found is maybe that when a mod fixes something, plugs and whole, or improves the game maybe, just maybe, those improvements should be included into the next version of the game.

Why do people [you] think that telling someone else they shouldn't want something in the game makes sense in any reality? Its a desire. People can want whatever they want and they can suggest almost anything. Whether its from a mod or not is a red herring.

It never makes sense to tell someone not to say something just because you don't like the idea.

What I meant to say is, I wouldn't expect this from Hearts of Iron IV but maybe BlackICE 2
