Hi,

I am coming back to HOI4 after more or less a year of absence. I decided to wait for La Resistance, and seeing that debacle I lost interest.
I am thinking about coming back, so few questions:

1. Spying\code breaking\etc - is it worth it as majors. USA probably uses them, but what about Italy\France\USSR?
2. Compliance\resistance. I watched some videos, but whole mechanics seems convoluted (and strangely enough historically accurate :) ) - how do you deal with it? Should I just leave everyone without garrison until the love me?
3. Recon - is it useful now? Or just stupid flavor as it used to be.
4. Do armored cars have any use?

I will be grateful for any advice

It's definitely worth it for non-democratic nations to pursue collaboration, since that gives them a huge leg up on compliance growth and is basically the only way to use collaboration governments in a timely fashion.

For nations that don't want to use collab, I've heard spamming the "Steal Industrial Blueprint" mission can be worthwhile on minor countries to get some +300% bonuses which let you take industrial techs way ahead of time.

Feel free to watch my guide here. Resistance and compliance are convoluted, but I certainly wouldn't describe them as historically accurate.

The TL;DW is that Civ Oversight is good in the long-term (>4 years), Harsh Quotas and Forced Labor are good in the short-term (<3 years), and Local Police is best for reducing garrison casualties as much as possible, but trades off with lower returns in factories+resources. The special laws of Liberated Workers and Local Autonomy are great and should usually be used as your default law if you're a Communist/Democracy.

The best garrison templates to use are 25 Cav+MP company if you want something cheap but manpower-inefficient, or 25 armored car + MP company if you want to preserve manpower at the cost of more IC.

3. Recon - is it useful now? Or just stupid flavor as it used to be.
Still bad for combat based on testing done in other threads, but can be used for the speed bonuses.

4. Do armored cars have any use?
Mostly in garrisons to preserve manpower.

Hey,
I consider codebreaking pretty nice as nearly every major and spying missions in general at least useful, although not every mission equaly. For example the mission to build up compliance for a future occupation is rather nice.
The recon company...well I dont know. I dont notice a major difference in combat. However I do notice a difference when putting light armour as a support recon. This is especially useful for volunteers in spain, china or even Ethiopia. I often see myself putting an light armour recon in my mountaineers and sending them over as the soviets.

I watched Reman's video on compliance\resistance and it whole system is as historically accurate as fascist Assyrian Empire in 1943:/
Looks like in East Europe Wehrmacht was greeted with bread and salt, whereas in France and Benelux brave partisans weaponized baguettes and chockolade to kill Germans 24/7 :/

Passive Codebreaking is nice for the 10% Intel you gain (12% with the department). In MP it is quite nice to have 100% Navy Intel on the enemy as various nations, and quite easy to get with Silent Spynetwork, Navy Deparment, Passive Broken Code.

Collaberation Goverment is extremly powerful, not only does it give more factories but also reduces the resistance target quite alot.

If you have only 30% compliance from a collab. goverment operation I would then go to Civlian Oversight till you reach 40~45% compliance, and then switch to local police force. There is no need to have one occupation law forever active, you can switch around.

Armoured Cars I would only ever use the Interwar ones for supression duty.
