Is the game playable in the current state? I read somewhere that the latest patch/update messed it up badly.
Sort of.not getting all of the gold you negotiate for in peace deals have been fixed.

AI is broken on fundamental level in this patch, he is not factoring number of loans he accumulated, he can't repay accumulated debt. And top of that AI is not adjusting budget to growing interest. Also AI can mismanage estates in really bad way. A lot of bugs with new mercs are still in the game as well.I honestly haven't noticed a huge difference in AI debt affecting my campaigns beyond what it did in previous patches. There is a very noticeable difference in the lack of ability of larger AI countries like the Ottomans to be able to sustain long wars that drain their manpower due to the changes to how mercs work, though. I personally like that change, but the AI could use some work adjusting to it.
Certain nations have become nigh unplayable, in my experience/opinion. Any run where you start small and depend heavily on AI allies for protection or early chances (like Provence with France, or Athens with Ottomans) are basically doomed because the AI is very unlikely to join you in wars or heed your defensive calls (due to the debt issue).
I’ve been playing large nations or nations with many diplomatic slots. Others, such as Cilli, wedged in between two traditional allies, are also remarkably easy, as it’s never been easier to break up alliance blocks like Austria-Hungary than in this current state...
I somewhat disagree. Due to the AI ineptitude in this patch it is easier to play OPMs or small nations and expand because the other AIs are fielding less armies, have more trouble with rebels and debt. Yes, it can be tricky if you have to depend on an ally but at the same time it is much easier to expand and exploit AI not joining because they are indebt.
It sometimes requires a deal of futzing, but I can consistently get what I want.Sort of.
You get the money you negotiate for, sure.
You just aren't always allowed to negotiate for the full 25% even when warscore and war enthusiasm would allow it.
You can play 1.30.3 if you do not need allies to succeed. Diplomacy is essentially dead because of the AI debt spiral - most counties are too deeply in debt to honor offensive calls to arms, meaning that allies' only value as of 1.30.3 is to scare enemies from attacking you. I recommend disabling the "Join Offensive Wars" option, because otherwise you will only ever be signing on to a one-way street of wars - you will be expected to help allies, but they will almost never help you. The exception seems to be if you share a rival - then you can usually count on an ally joining your offensive war.
