You can still make him a non-monk by giving him a city settlement. By this method, I was able to marry him off and slowly breed the blood of Merovich into my own dynasty.
In non ironman best person to press claim is the Vyz emperor. Invite him to your court, demand conversion (removes monk trait,) grant him land, and immediately press his claims. Easy Western Europe secured.

Only in ckii do we genetically engineer women to breed with monks hailing from dead dynasties to create "super-bastards" in order to restore a dynasty that should be long dead and buried.
I discovered you can take him as a consort and get his bloodline if you are a woman who's allowed to have consorts and you get him into your court somehow. However, I think short of ruler designer there's no one like that in diplomatic range in 769.

The only ironman compatible way that could work (?) would be to restore them on the throne.
Marry a descendant of his into your court and land him.
Keep that dynasty alive until the crusades.
Make them a beneficiary.
Win crusade.
Switch when asked and play as the merovingian king of the crusade.

this sounded good, but its not possible because your elected beneficiary has to be of your dynasty (says the wiki).
I know that its possible to Start a new dynasty that way if the recipiant is a unmarried bastard of your dynasty.
He could get an kingdom and as soon as he marries creates his own dynasty.
If you managed to get a bastard of you dynasty with a merovingan father you could do that and role play as merovingan offspring.
However it would take pretty long as you had to Start in the earliest year and wait for the crusades to Trigger
