I just killed the devour and one of the planet on its system show having 29 tiles. although on the surface it still have 26 tiles

is this a bug? or can I somehow access the four extra tiles?

The planet size influences how many tiles it have, however the game allows only 25, so even if is big enough to have 29 the game will only allow 25.

Planets can have more tiles than 25. If you terraform gas giants and other bigger planets they mostly will have more than 25 tiles but you can only ever get 25 tiles on the surface, so no you cant access them.

Some of the planets that can't be terraformed in the base game (toxic, vulcanic, barren and frozen planets) can be generated with more than 25 tiles due to their size - as the developers probably didn't think of them ever becoming habitable when they set those values, they didn't have to keep them in the 25 limit.

Before the Horizon Signal event, the only way to see such tiles was with mods that allowed you to terraform them. They're quite common, then. ^^

Yah, there are a handful of events now that can turn non habitable planets to habitable. Some add tile bonuses as well but many don't, leaving a bonus free planet. And, since non habitable planets didn't have the same size restrictions as habitable in the first place, they can be unusually small or very large, but as mentioned, there is still a 25 tile limit that can actually be used.
