How do I get them?
Someone told me to just make tons of city districts.

But I'm playing as a machine empire right now. Does building a ton of Nexus Districts work?

You need either an ecumenopolis (Not available to machine races?), or the planet must have over 200 pops for it to appear super urbanised

Districts don't matter, just the number of pops.
