Planet Stuck on Wrong Type of Planetary Capital

I am playing a Machine Intelligence. I recently conquered a planet from a non-Machine Intelligence, which uses Standard Capital buildings. The 'Planetary Administration' building is not changing. I am at peace, I have allowed for multiple in-game years to pass,I have demolished every other building on the planet, and I have long since assimilated all of the biological pops on the planet. Yet, the planet still has a Standard Capital building instead of a Machine Intelligence capital building.

How do I fix this problem?

Earlier I conquered a primitive planet, and the capital building changed to the Machine Intelligence type the next month after I conquered it. I expected the same to happen to the buildings I conquered from other empires as well—it hasn't. Why isn't it the same with Standard Capitals? Or am I just missing something? Is there a decision somewhere...? Or is this a bug, or worse, an extremely misguided intentional feature of the game? The only way I can see around this is to burn all of my energy relocating every pop off the planet, recolonizing it, and blindly hoping that the recolonization fixes the bug. Is that really my only option? It would suck if it was.

Click the capitol building and choose the option to demolish it. The correct one should spawn within a month.

That is what I tried, successfully, with the primitive world I conquered. When conquering non-primitives, it's not possible. The option isn't available to demolish it, replace it, disable it, etc.

Ah so the AI isn't at fault for not changing its capital buildings then...I thought it was stupid, well it IS stupid but not in this respect at least.

The AI doesn't know about the workaround, which is to forcibly relocate all pops off the planet and then recolonize it.

I guess that's it, then. It's a bug.
