Planet Rebels and I cannot invade them but must wait to declare war? Overlord Bug?

So, I conquered a primitive planet.
Set the population to livestock.
Built precinct and stronghold.

Happiness is rock bottom. Stability is rock bottom.
Get the popup that there is a situation and it is rebelling.

I decide to send Assault Army to the planet. Before they can get there the planet declares independence.
I cannot invade or attack with my fleets until I declare war.
I cannot declare war because

"Truce from Liberation until 2265.12.01, we cannot declare war before the truce has ended."


No war exhaustion, no truce. They rebelled and now I cannot do anything for 8 years even though my fleets are sitting on top their planet.

Stupid.

The concept of truce and how it is handled has to change in general. Yours is just one example of how flawed the concept is.

I had a rival, they declared war on me, but since my starbase was too strong, they didn't attack. I was too weak to attack, so I didn't do anything either. Nothing happened in this war, and when 100% exhaustion hit both of us, it ended in a white peace. And wouldn't you know it, suddenly we had open borders for 10 years!

There are many more cases in which it doesn't make sense to have a truce. Someone breaks treaties? I would want to retaliate, but I can't. I win a war? The entire enemy alliance gets free access to my space for 10 years.

I understand it's not the most urgent of problems right now, but sooner or later I wish they'd change the system and make it more flexible.

AI wants a non-aggression pact and cancels it within 5 minutes. Open border truce time.

It's not the most urgent matter, that would of course be the next dlc or species sticker pack.
