will this modifier also apply to Colonies/Worlds which have been successfully invaded by the Plethoryn Scourge? After all, they are barren after that, but had Life on them before

I dunno, does the Plethoryn Scourge take the time to freeze the planet's water beneath the surface? That's a pretty core part of the Terraforming Candidate flavor text.
