I can't seem to stack more than four plane units under any one commander is this normal? I only ask because an air marshal can command eight units however, I cannot combine more than four and it is begining to piss me off.

This is not a technical problem but ill answer anyway.
4 is the max number of units you can put in one stack. the reason there are higher command limits is that more then one stack may be involved in a combat.
I think you should have a look at the 1.1 User guide which has a section on this change.
