Unfortunately, the GEforce 4 MX 4000 does not support pixelshader 2.0.

Depends. The GEforce 4 ti series supports pixelshader 2.0, but a card that old will probably not give good results even if it is up to the minimum specs. My GEforce 6100 is being replaced because of its terrible performance in many games lately.

For $125-$150 you can get a really good high speed GEforce 7600GT series with 256mb.

where can you get it for that? I've only seen the 7600GT for $200+

But lets be honest, it is really not worth spending $200 on a directx 9 graphics card at this point. I think if you are going to put out the money for a good card just wait a year (maybe even half) and get a directx 10 optimized card. Some will say that you don't need it to upgrade for Eu3 but if ALL you are doing is getting a card to play eu3 get a cheap radeon 9500 or somesuch. To shell out multiple hundreds of dollars on a dx9 card is not a good idea.

Bad idea. My radeon 9200 does not support a pixelshader 2.0. ;) :(

Its has to support dx9 to have pixel shader 2.0

Generaly speaking anything above a geforce 5xxx or a ati raedon 9500 will do this.

If your picking a card numerically below these two it won't support pixel shader 2.0

It's been a strange move for paradox, but generally speaking any card/computer newer than 2002 should be fine.
