I'm curious as to weather pirates could have their own bases like Tortuga or port royal in the Caribbean when those areas get colonised, also weather you could ally with privateers for a price to attack enemy vessels but anyway I plan on trying to mod this I already know the basics.

I hope they changed them around from the last game, they were like an annoying little bug that I had to squash every so often. I'd rather they be an enemy to fear, at least somewhat.

Well, in EU3, there was no reason to have your ships out and about. You could just leave a smattering of ancient galleys in ports to protect from pirates. In EU4, you have trade ships. Splitting them might be an effective move, thus leaving them a little more exposed to pirates.

Well, what do you think pirates was IRL? They were annoying and if they saw an unprotected place, ofc they would go for it. This is also a mechanic that makes the game "harder", because either you need to micro your fleet to stop them or you place ships in every port to keep them from spawning, but at the same time splitting your fleet and leaving your main fleet weaker.

This this.

Putting a stupid ship in every 3rd overseas port clutters the navy outlier and makes it useless.

Well, what do you think pirates was IRL? They were annoying and if they saw an unprotected place, ofc they would go for it. Nonsense. A single stupid transport ship from 1444 keeps pirates away.

It's just silly micromanagement and does NOT make the game harder.

But pirates have never really been an enemy to fear (unless you are a lone merchant man) and an annoying little bug that I had to squash every so often is a more accurate model, as far as privateers go that would best be represented by naval mercenaries that get cheaper the higher your naval tradition and/or trade power

It does not make the game harder, it makes it easier due to free naval tradition. The only thing they do to the game is make it even more micromanagment hell.

Besides, there is AGAIN a hidden penalty to tariffs when your shore is not "patrolled".

You need to go to an oversea province and hover over "tariff" to see if you have the penalty!

That is a gross FU for every player in terms of visibility and accessibility. Simply horrible.

Guys, do you see the " " I put around harder? To me it seems like you put more into the word harder than everything else i wrote... Having to put a ship in every port sucks, because you cannot use your total forcelimit, and therefore navalbattles will be harder to win, because either you have a shit ton of galleys and ships around the world stopping pirates or you have so many cogs that your forcelimit for fighting ships is non existing. This creates a dilemma, should you send your navy around the world when a pirate spawn, or should you waste forcelimit?!

I'd hardly call it micromanaging, placing a ship in every few ports - It's a one time thing, no micro required. It IS stupid though - Pirates should grow stronger over time and require larger patrols to be deterred. A cog should never scare them away.

And if you conquer land / colonise, you need to check again if you have all ocean fields patrolled. Again and again and again.

And if you only miss one, you get a the hidden penalty and nobody reminds you to have a look.

And the navy outlier becomes useless.

So much for that.

At least now it makes a bit more sense. You'll have to send some ships out and about to protect trade, so pirates will be a real threat.

PS: also, you could use the "revolt risk" map mode to check if your sea zones were protected or not in EU3; I can't check now but I'm pretty sure you'll be able to do the same in EU4.

I actually thought the Protect Trade Mission was "forcing" the Player to actually set up Patrols, and not just put cogs and galleys in ports for Pirate suppression.
Which is more realistic.

Pirates are annoying but for most of the EU time period they WERE a menace.......because most government couldn't afford a large enough Navy to protect their Overseas Trade.

Piracy in the Caribbean was a problem for about 150 years. (1580-1730) with real problems 1628-1680. (1628 Dutch Privateer/Pirate captured the Treasure Fleet)

England and France their Colonial presence was due to Piracy.

Yes it is an annoying Game Mechanic but as long as there is a way to lessen the effects.....no real problem.

Can't wait for the Rebels/Pirates are ruining my country threads.

It does help in a way - Since your trade fleets are patrolling the trade nodes, they will pass by your ports regularly and help deter pirates. Not completely though on longer routes.

Another reason to have ships out on the ocean patroling is the 75% unpatrolled malus to tariffs you get. I noticed this when my Brazilian holdings gave me almost no money. Sending a light ship to protect trade (and thus patrol) increased my income from those provinces dramatically.
