I think the game would benefit if it had some presence of piracy thriving in the galaxy.

Basically there should be several things that pirates could be used for:
1.) Paying them to attack/raid enemy empires for tech, resources, or pushing contraband.*
2.) Letting them run a sector and giving them financing for enemy empire attacks.*
3.) Attacking pirate bases to kill/capture pirate captains. For influence.
4.) Setting up patrolling fleets and security guard star system choke points. Quest-like tasks for Admirals patrolling to hunt down pirate bases.
5.) Illegal smuggling of contraband resources to pops (rollercoaster ride of happiness metric).
6.) Any ships passing through might have to slow down for customs inspection in guarded systems.
7.) Pirates that gain rank up to 5 stars with various nasty traits to go with them.
8.) Warlords have an agenda to terrorize planet pops, buildings, & armies with some guerilla forces showing up in the armies invasion with the Warlord himself (like a general), but the Warlord is rarely seen or known to be in any one place for very long (Shadow government).
9.) If the Warlord defeats the planet's stationed armies, then He/She assumes control of the planet itself.
10.) Warlords with higher ranking (up to 5 stars) will have enough strategy to sieze multiple systems at one time.
11.) An increase in factions from discontentment in the empire, may cause Pirates and Warlords to act and take advantage of the opportunity. A rebel faction may come under either a Pirate or Warlord's control after the rebellion begins.
12.) Pirate nations can sprawl across empire borders. They don't have to attack a single empire. They pick & choose what they want, based on opportunity, & any discontented alien can join the crew or the army. Locking down borders won't work.

*Pirates as allies should be a double-edged sword...you get good & the bad.

Anyways, just a few ideas on how pirates could be used in the game that a player would have to deal with as the empire got larger & there is more owned, but less to control & monitor.
