I've been able to do this in some of my games, somehow, even though Granada doesn't meet the requirements to become a Pirate Republic. I've noticed that the option comes and goes throughout a game if I'm playing Granada, like it's bugging out. What's the deal with this?

Also, why'd they have to add that rule about limiting pirate republics to places that don't have a land route to Constantinople and Panama? :{

There’s two routes to forming a pirate republic, one requires you being an island nation the other requires you to only have land in the Maghreb.

There is a bug in the game which makes all provinces count as islands. All you have to do is to look at anther save game in the main menu before loading your save game. But that might trigger other bugs(especially if you do that before starting your campaign). And you must still fulfill the other conditions, most importantly that all your provinces are coastal.
