I recommend a specific expansion to the plot system. As is, the only person who can get caught for committing the plot is the plot leader, regardless of motivation. I think it's obvious that anyone involved in the plot should conceivably also get caught, and that character be given the option to implicate the plot leader or remain silent. However...
Add an option to select a patsy (scapegoat). Have the likelihood that the patsy is pinned with the crime be based on motivation, alibi, and evidence. The more the plot leader is able to have these 3 pieces of information point to the patsy's involvement the more likely that patsy will be pinned with the crime, imprisoned, and put to the sword.
Co-conspirators could be charged with arranging particular aspects of the plot: meeting with the patsy during the time the crime occurs and then subsequently denying having met with the patsy (thereby destroying the patsy's alibi), placing evidence of the crime in the patsy's quarters, claiming to have seen the patsy obtaining the tools used for the crime, etc.
By having this system in place we could then be presented with a simple option in the intrigue menu to move forward with the plot. The more time we take setting up the crime, paying off guards, planting evidence, etc the less likely we are to get caught, and the more likely we are to succeed.
Give us agency and make intrigue fun again.
