How do you think pillaging will be handled in HOI? Will the axis countries get any type of economic boost after taking over a county (plundering national treasures, art, etc)? Will it be possible to destroy your own countired resources to prevent capture?

Also how will captured provinces be handled. Will the player be able to recruit from them? Will the player be able to decide how they treat conquered territories? Example, instead of being cruel to the Ukrainians I want to act as their liberator from Soviet oppression and thereby getting them to fight with me. Will this be possible or do I have to force them to go partisan and become hostile toward me?

I doubt it.

In order to have 'good,' you must have 'evil,' and if they start putting 'evil' acts into the game, where do they stop?

In order to treat them 'well,' you would have to also be able to treat them 'not-well' and Paradox is rightly staying away from all that garbage.

Perhaps they'll have a slider similar to the 'Freedom/Serfdom' slider in EU2, and the 'freeer' you are the less likely you are to have to deal with partisans. I dunno.

It should make a difference whether you are seen as an occupier or a liberator.

When Germany took the Baltics and the Ukraine, there were volunteers all over to join up. The amount of people from European Russia that eventually fought in the Whermacht was significant, and let's not forget the Cossacks (or what happened to them).

The same goes for the Allies with the Free French, Polish, etc who joined them.

Maybe the game can reflect this by :

1. if you take over a territory which was taken over by someone else beforehand then you gain Partisan units or more Manpower (eg volunteers)

2. if you take over a territory which was previously free then Partisans rise against you and any troops that escape may reform in allied regions (eg Polish fighting from England)
