It's my opinion but I think theese mechanics as they are right now are not working as expected, making the game strange and too easy.
pillage capital should be aviable only to hordes, tribal nations and pirates, maybe with a specific cb (like raid or something), and should not make your capital being tall like crazy. It should bring much more devastation to the pillaged, maybe it should also provide for the pillaging nations some months of discounted naval and land mantainance according to the dev of pillaged city. Furthermore I think that not only capital could be pillaged, also non capital hig dev cities (like for example you pillage barcelona as Tunis in peace treaty with Aragon). More than dev in your capital it should brings you ducats and if you are pirate, maybe also sailors. Like fore example you pillage a city with 50 dev, you make the city loose 10 dev, you get 3 of this dev in your capital, maybe 1 in a pair of provinces in capital state, than you get like 1000 ducats and 500 sailors (if you are pirate and the city is a port) and for the next 6 months a 50 percent reduction on land and naval mantainance. For hordes it could also provide some monarch points like razing mechanics, but with the difference of not taking the province. The cost in AE should be much higer (the same for taking the province) and pillaging should worsen severely relation with all countries in same culture group or same religion of pillaged one.
Concentrate dev mechanic should take time, bring devastation to the province you take dev from, and unrest both in those provinces and in capital. It also should cost some adm power and gov progress.
Stealing dev from vassal should bring them to disloyalty till death, unless you have like 10 diplo rep and huge armies.
