So I'm playing as Rus and have been expanding at a fairly rapid clip to try and get big enough before the Mongol hordes arrive. As I expand, I've also been gaining access to new kingdoms that have become available to found and I would like to gain control of these kingdoms before my Vassals so they won't break away (I'm not an emperor yet). Problem is the game apparently thinks I don't have enough piety to do this, even though I have 212 rather than the minimum 200.
I recall encountering this problem before but can't remember what I did to fix it. Any advice?
