Piers in Amsterdam

I can set up a working water bus route in Berlin, but not in Amsterdam.

In Sandbox mode with default settings I've built two piers near the hospital. One just south of the bridge and one north of the bridge on the same side of the canal just past the garden fence. I can add one stop to the route, but not the other.

Is it the bridge causing the problem?

I've noticed this in the campaign. It's impossible to connect piers on both sides of the bridge. The mission is playable dispite this. Maybe it's there on purpose to complicate the mission. Not sure about this.
