Two ways:

One, you can attach pictures by clicking the "Go Advanced" button on the bottom and attaching your file through the "Manage Attachments" under the editor window. They will then appear on the bottom of the post in a little subwindow that people can click to view. You can also make them inline, which shows them inside the message.

Two, you can put the file on an image sharing site, like imgur.com, and then place the URL for the image inside image tags. They look like this:

[IMG]url for your picture[/IMG]

For convenience, most image-sharing sites have a quick copy-and-paste link for BBCode somewhere off to the side that lets you quickly paste the location into forums using BBCode. Imgur, for instance, has such a feature that, by default, shows a list of quick links off to the right-hand side of any image.

Also, I would be mindful about choosing a provider for hosting your images and try not to hotlink directly off of someone's webpage. Bandwidth leeching is usually frowned upon.
