What is the current mood concerning picket ships, especially for Cruiser / BB fleets? Are picket ships a waste of fleet cap? Are they useful as "ablative armor" (war exhaustion permitting)? And if one decides to use picket ships, are corvettes or destroyers the better option?

Corvettes have slightly more effective HP, but destroyers can sport either 3 point defense slot or a large weapon slot, which is potentially useful when paired with BBs (for e.g. cloud lightning). They're also less likely to die to static defenses.
