The gun barrels mounted very close together and the big fat stack make it look Italian but it is Dutch, the light cruiser Tromp I think. The pic makes her look very large but in fact they weighed in at about 3500 tons.

Due to their location and relations with the British, I wouldn't put it outside the realm of possibility that the Dutch may have adapted some aspects of RN warship design to suit their own purposes. Once the war broke out and the Dutch Navy forced into exile, she began to look a bit more like a RN Ship, with a few changes to her armaments and a camouflaged coat of paint
Intriguing. There weren't too many non-major navies with modern light cruiser/destroyer leaders built in the 1930s, but I'm still perplexed. The closest I can find having a gander at Conways is the Alfonso/Almirante Cervera class, but I'm not very confident, but may as well put it out there

The Dutch were trying to build up a respectable fleet (they actually were planning on building a few Scharnhorst-type ships but the war broke out) but domestic politics and a few pacifist governments managed to defeat the Naval Acts put forth in their parliament. Excellent example of the country that possessed a respectable colonial empire but not the military wherewithal to defend it. The Spanish were also up there in trying to build a larger navy as much of their fleet was starting to show its age,but then there was the Civil War and all that.
