The raised stern looks a bit odd. Don't know of any WW1-era British destroyers that had that, though I'm not going to claim to be an expert by any means.
Was thinking it was one of the german Auxiliary Cruisers, but no.
I'd say a small 1890s cruiser (of British construction probably). Old destroyers did not have that kind of hull. Also note the mixed battery.
The ship was not constructed by Britain.
Is this a casemat between the Bridge and the first smokestack?
Italian then? They had a few vessels in service in 1936 that they scrapped in the late 30s, and had some pretty old ships floating around (as well as some nice, new shiny ones). I wasn't looking closely, but that raised stern Phrox pointed out is unusual.
Edit: Although, from the design, it has a distinctly German feel to it - maybe one of the rather old German torpedo boats they had kicking around because of the armistice?
The greek cruiser Elli looks a bit like it. And it was sunk in peacetime by the italians, but I'm not totally convinced comparing the pictures.

Really? Those pictures don't seem to match. The first definitely seems to have a raised poop deck and the fore and aft main gun turrets seem to be about level with each other in height. The picture from wiki for Elli doesn't seem to have those features.
Edit - The main guns don't have turrets in the first picture, they have gun shields but they still seem to be about the same height.
