Early - exploration stage where you assess your expansion options and primary expansion is via colonisation.

Mid - empire borders are pushing up against one another and expansion is primarily through war or backfilling less optimal planets/terraforming.

Late - The large blocs of federations are more or less set, crisis events start occurring, Fallen Empires become restless.
