Phantom units (THIS IS ANNOYING 1.03 bug!)

Playing Germany starting 1936. France has surrendered in June 1940. Everytime I start a saved game Phantom French units pop up all over France that where not there when I saved the game. THIS IS ANNOYING!!!!!!!!!!

Read the post everytime I start a saved game after France has been Vichied I get Free French units popping up all over France that where not there when I saved the game.
