And indeed, they would be removed if that didn't massively break older saves. As it is we'll reuse them instead.
I see that is an interesting way of sidestepping the problem but couldn't you have used the chance 1.12 not being save compatible to do it?

I see that is an interesting way of sidestepping the problem but couldn't you have used the chance 1.12 not being save compatible to do it?
I assumed that it hadn't made the cut for 1.12, and thus it's being tested for 1.12.2 (doesn't seem like hotfix material), or 1.13.

Problem is it would break saves so adding it now would break saves again which devs stated the don't want to do so I understood it is not happening.

EDIT: And it occurred to me the reasoning might be that having a few useless tags around allows them to add other countries later without breaking save games.

another argument for adding florence: it adds to immersion.
Nothing screams renaissance to me like the republic of florence, seeing renaissance italy without the republic of florence on the map is just weird, and reminds me more of victoria 2 italy

Well, maybe some newly introduced terrain imbalances in CS?

Strikes me as a bit off that Florence, for example, has fewer building slots than provinces like Pisa, Lucca, Montferrat. Should Utrecht have more than Holland? Should Verona have more than Venice?

But only peripherally related to Florence.

Yeah that did strike me as odd. Personally I think that hills are a bit underpowered - in terms of buildings and development cost they're equivalent to coastal desert.

That said, Florence was never a massive city. Not really comparable to Rome or Milan anyway.

Farmland Hills should be a thing. There's very little, in Italy, that isn't prosperous. Tuscany is hilly, but extremely fertile.

That said, Florence was never a massive city. Not really comparable to Rome or Milan anyway.
"Never" is a big word. Florence was the city hit the hardest by the Black Death (it went from 110'000 inhabitants in 1300 to 37'000 in 1400), and it became particularly endemic, hitting again in 1402, during the Milanese siege. But, in 1500, it had got back to 50'000 inhabitants - not the equal to Milan's 100'000 inhabitants, or Venice's 102'000, but still more or less the size of Rome (55'000 inhabitants).

That's a good idea. Maybe Farmland Hills could have +1 building slot and a reduced development cost penalty (15% perhaps, compared to hills 25%), while keeping the same supply and defensive modifiers as hills.

Forgot that Rome wasn't so populated in the early part of the period.

Or, if it's just a few areas that seem under-represented for building slots, simply give them the magical terrain type "farmland", that Pisa, Lucca, Montferrat, etc. have.

The only areas I've noticed seeming particularly problematic are Venice, Holland, and Florence, but I haven't done an exhaustive search. Most of the other areas that you'd think would be prime relal estate have already been made "farmland".

Or there could a new terrain type "urban" or "fertile" for these and other rich areas.

Why not allow changing country name and flag via events?

The engine already supports dynamic country names/flags (i.e. client states, colonial nations). This solution will solve the Florence/Tuscany problem perfectly. If you add a new tag it will be (theoretically) possible for Tuscany and Florence to exist at the same time, which would make little sense.

Making names/flags dynamic would open a new avenue for flavorful modding and can be used to solve such problems as ENG revolting from ENG-formed GBR or POL, LIT and Commonwealth all existing at once, etc.
