as for hot potato mode, i think that thats pretty easy to do actually

1. make a modifier thats roughly the same as luck. it not giving monarchs bonusses fits nicely into the hot potato aspect, so they dont ahve much benefit from it after it fades. more OP than lucky nations is probaly best, so the AI can take a lot of advantage of it.

2. the event can fire for everyone. im not entirely sure iif it can check the number of countries that have a modifier, but i guess you could make 8 verions of the event that all check individually for their event. very low MTTH so once a nation lsoes the modifier, another will get it. allowing it to fire for player is optional.

3. watch the chaos in the world as OPM's beat up their neighbours only to fall again as their neighbour now gets their buff.

other options are to make it local(i.e. one for each tech group or continent), pass it along neighbours or more potato's the more tags there are. maybe a bad potato that guts your nation(but is a looooooot shorter)

heck, i might actually go make this once AoW hits. with all the provinces and tags being added it should be even more fun too than it'd be now.

Would it be possible to tweak it so that the weight tends to avoid OPMs without favoring the largest nations too much?

Random thought: It would be interesting if Lucky Nation could provide less scaling bonuses, like +x manpower and +y income (flat numbers, not %). It would be a great boost to get an OPM started growing into a middling power, but wouldn't affect a larger nation that much.

I want a "hot potato" random mode. Where the lucky nations are recalculated every 25 years or something!

I also propose randomized national ideas
Or custom-crafted. Could be based on culture(any accepted culture, and also by culture groups), geography(all trade nodes that aren't 'foreign') and the national one.
Every time you unlock a national idea, you pick one for that level, and would have something like 4 options at least.
If you stop meeting the requirements you'd have to reselect that idea. Say if you lose an accepted culture, or lose influence in a node.

You'd have to add ideas for every trade node, and add ideas for every culture AND culture group.
They wouldn't have to be completely balanced, just different. This way people would be able to form their nations as they go along rather than having them hard-coded.

I'd love this as a mod, for my personal version, i'll name the event 'golden age' and add a colonist as well. I don't like seeing the exact same colonizers every game.

I always play with lucky nations off to get as much variance in the way the world develops as possible.

I actually think you could add a few interesting options in there. Say, options for large powers to get the lucky modifiers, one for medium powers get the lucky nations modifiers, one that makes it so that anyone but 1-4 province minors can get the modifiers, and one for truly random lucky nations.

I think that in the random lucky nations we should have the option to "ban" some nations of being lucky, and maybe the bonuses should be larger if the lucky nation is a OPM (in the case of this thread).

In general I think EU4 could do well with many more options at start up. It's a very complex game and it's hard to expect people to make mods for everything (if you even can). A big reason I rarely play historical scenarios other than 1444 is because you start with a bunch of ideas already picked. Having a start up option to select ideas in later historical scenarios would be great. Being able to select whatever lucky nations you want (with no limit on how many or few) or even what lucky nations modifiers are would be nice. More options the better. The hard part is which to include.
