Personal Unions Problem

I just started a game as Austria and managed to claim personal unions over Hungary, Bohemia, and Milan. However now that I have those unions none of those countries are producing new military units. They are sitting at 65%, 13%, and 4% liberty desire respectively. Its been several patches since I've played a game with personal union mechanics. Am I missing a new mechanic?

Well get opinion high so they are below 50. Also they tend to get huge amount of debt so check if that is the case in your game (Bohemia is worth to pay off, convert all Orthodx Hungary before you pay them money). If you declare a war they should start to build troops but they dont if they have 0 money or manpower. Normally they are still good and actually helpfull because they have no choice but to fight. (although Hungary is a mess with revolts)
