In my Aragon game, I was the HRE, with prestige 100, infamy 0, high trust with everyone in the game (I was HRE, Papal controller and everyone thought I was highly trustworthy, to be trusted implicitly/utterly) with royal marriages with everyone I could get them with, and still it was Austria and England which were forming PUs and inheriting countries outright - not by war or claiming thrones, but by sheer luck. About the only thing that may not have been great for me was my ruler's diplomatic skill - I had a 4 diplomacy ruler. So - if I got an ambassador advisor, would it help me form personal unions through royal marriages (without using claim thrones/fabricated documents)? What finally determines who inherits a kingdom when a ruler dies without a heir? Is it just chance?

I remember quite awhile ago someone did a test with Japan. Without Ambassador he had inherit 2 out of 10 chances while with an Ambassador he inherit 8 out of 10. But yeah if anyone know that forum link to that test would be much appreciated. So to your question, I think it helps.

I am not speaking of just inheriting - also of forming a personal union. Do the two work on the same logic/factors? To get a personal union, if there is no heir in a country you have a royal marriage with, what are the factors? When would a pretender rise, and when would you get a personal union, assuming you have a royal marriage with that country?

A way to test, not that it would be 100% accurate, would be to check the "what will happen on monarch deaths" and then repeat after hiring one. Might take the end of the month to update.
I know I've never used an Ambassador and I get a fair amount of PU/inheritances, so more would be amazing.

How big was your SOI? Each country added adds one point to your diplo skill. 4 diplomacy is pretty low, so might I suggest adding lots of countries to your sphere. With 10-15 bonus diplo points, it should fix all of your problems :)

My SoI was very small - two countries (Tyrol and Styria), I think - mainly to stop Austria from trying to recover them. I will try with a larger sphere of influence and see if it helps.

Also, if your theory is correct, it actually answers why England and Austria were gaining PUs. They had SoIs even over my allies. Further, it also answers why I was able to get PUs in the early game when Austria and England had few SoIs, but not later in the game, when they had far more SoIs .....

As near as I have been able to tell, in cases not involving someone claiming a throne the nation with a RM and the highest prestige will either get their line on the throne or a PU. Not sure how ties are broken but I suspect based on other observations over time it's whoever gets there first (to 100 prestige and holding). The tiebreaker could also be things like relations, infamy, and dip skill, or just plain old lucky nation bonus.

Okay - after doing some experiments, I think you may well be right. I got myself an ambassador advisor, grabbed a sphere of influence on five of my OPM vassals, and voila - I got two PUs immediately - one on Provence and another on Brunswick. I need to experiment a bit more to see if you are right, but you may well be on the right track.

SOI has rendered ambassadors all but useless. 3 nations = a 6 star adviser.

Maybe, but even thou, every little bit helps.
Yeah, if I'm playing the PU/inherit game, I almost always have an ambassador, especially at the start. I'm 100% convinced that a high dip rating helps both PU chances and inheritances. Yes SOI bonus can eventually make that ambassador look like small potatoes, but when you're starting out, it's golden. Later on, it's still the little bit that helps, unless you have a strong current need for a different advisor.

Actualy i think it is 40 prestige not 60, but i may be wrong. Anyway still quite good.

The peace UI shows 40 prestige, but you actually get 80 (at least when you do it with a Claim on Throne CB).

An ambassador only helps inheritance when you already have them in a PU. AFAIK the only thing that affects forming PUs without a claim is prestige.
