I watched Arumbas "Better then Napoleon campaign" and at one point he got a PU over an elector in the HRE.
Normally PUs are good in that case it almost cost him the reelection as the emperor because he got the "have an elector under control" malus. That should change as in my opinion he IS that elector.
The nobility of the HRE is used to people having multiple legal personas (The king of a country is also a duke, sometimes even multiple times, and a count and so on) so there should be a different modifier for an elector in a PU and an elector as a vassal.
In addition to that why does the possibility of the Personal Union voting independent of the PU-Holder even exist? That would mean I am possibly voting against myself?
An additional suggestion would be to be able to break a PU if you want.
Lets give me an option to release them to themselves ( lets say i get a PU over an OPM that is the target of a blob that i don't want to tangle with).
Perhaps even with the option to release it with your 1/0/1 heir as their new leader
