How would you represent two countries that become a personal union by event in Vicky: a permanent full alliance, or a dominion of the stronger on the lesser (satellization does not seem appropraite since it only gives a defensive alliance) ??

My first thought would be to merge the two countries. What do you mean, exactly, by "personal union" though?

Two independent states Having the same monarch as head of state, but different governments in a constitutional monarchy.

Specifically, I've rewritten the game so as to be more friendly to large national unifications (e.g. Canada-USA union, Union victory in the American Civil War, unity of Greater Germany, Italy, and Scandinavia, survival of the UCA and Peru-Bolivia), so that they are expected to be the natural outcome barring active interference of the human player, instead of the opposite.

German unification event chains (all of Popular, Conservative, and Three Hurrahs) are rewritten so that Austria joins by default in an AI event chain, but not all Habsburg lands do: only Austria, Czechia, and Slovenia. The rest gets partitioned between Russia (Galicia), Italy (if doesn't exist, the event chain gives Lombardy, Veneto, Trento, and Istria to Piedmont, and this activates Italian unification, too), and an indepedent Hungary.

Hungary, Italy, and Germany are expected to retain somewhat close links from this. As it concerns GER and ITA, this is just political partnership (as much as it may have value in the cutthroat diplomatic battlefield of Vicky), easily expressed by vanilla full alliance. As it concerns GER and HUN, I picture the same Hapsburg dynasty keeping the throne both of independent Hungary and of the portion that becomes a member state of the federal German Empire (which the game abstraction of the game engine does not represent, since it does not distinguish between federal and centralized states, like EUIII).

I was uncertain whether to represent this dynastic link with an alliance or satellization. The game treats other personal unions (e.g. Norway and Sweden) as one state, but this is unsatisfactory. In vanilla, Greater German unification is quite rare and difficult, but awesome powerswise, bringing all Hapsburg lands in the fold. I prefer to make it less awesome in power, and much more politically realistic, only with Austrian and Czech lands, but much easier to accomplish.

In VIP we treat personal unions in general as master-dominion relationships, so for ex Norway is a dominion of Sweden, Finland a dominion of Russia, Canada a satellite then dominion of Britain etc.

We're toying with doing a similar setup for Austria and Hungary post-1867 in a future version, though will require testing to make sure it doesn't nerf Austria too much.

What have you done/do you plan to do re. allowing the Grossdeutchsland unification option in the Popular Unification/Conservative Empire/Three Hurrahs paths ?

If I might say so, that's a quite chocking idea and a-historical one. We're speaking of a proto-federal state, not two recognized states. And not two equal state with the same body. Or you'll have to make two states, Transleithania and Cisleithania in full alliance, for instance. And will Croatia be itself a dominion of Hungary?
Doing so with Austria-Hungary would require, IMHO, doing the same thing with the German Empire, at least with Bavaria, or with any multi-composed State. If we use the same logic that would push to puppetise Hungary, why not congress Poland, technically in a personnal union?
It's understandable for Sweden and for the UK Dominion. But AH, I do really not understand.
