Personal union and noble republic

Hi !

I have two questions.
Playing with Divine Wind without patch.

* I want to know if you keep your personal union when your government change into noble republic ? If yes, do you chance a chance to inherit each time you have a new ruler ?

* I am playing Bihar, fully westernized and government lvl 20.

I was on empire and couldn't change into Noble republic.
I came back into despotic monarchy, the same result.

I can see Noble Repurblic but can take it.

Do you have any idea why I can't ?

You cannot even switch to a republic type government (this includes a noble republic) if you have any PUs currently.

Even though you can't switch to a Noble Republic manually, you can still get Personal Unions as a Noble Republic; you can't claim their throne or anything, but they still have a chance of occurring randomly as with monarchies.

The only way to switch your government to a republic to speed up inheriting of Personal Unions is the "Bureaucrats Seize Power" event which happens extremely late in the game (As far as I know you need to be an Enlightened Despotism with Government Tech 55, and the Expanded Bureaucracy modifier), although once your government is switched to a Bureaucratic Despotism you can't form new Personal Unions.

If a Noble Republic ... can you use Spy to establish Claim to Throne, and then use the Claim Throne CB to force a PU?

Or the only way as Noble Republic is by chance?

The Fabricate Claims spy action requires both you and the target to be monarchies so no you can't use it.
