Nice AAR so far.
I have just bought vicky and will be playing my first game tonight but I will certainly give the Persians a try one time.
At the moment I am playing a Persian game for EUII which is quite hard. But I have allied with the Russians and this made me survive and prosper.
Maybe that is somehting for you to do.

I hope you don't mind a couple of spoilers. 
If you have transports, there's a number of small countries around the world praying to be hit for some prestige (or perhaps uncivs can't DOW civs?)
Are you playing VIP? If so, forget about stealing Ottoman factories. They're all in West Anatolia, and their starting army and navy aren't exactly a joke. Besides they're so big that to get even one state from them would take tons of effort. I believe the Suez isn't open in 1836 either. If you still wanna give it a shot... state of Bursa.
Otherwise keep it coming, I'd like to play as Persia but now that you're posting it...

Part 4 - Civilisation at last!

1848 comes around and there has been vast changes to Persia. The Shah has announced a new fleet of ships that are to be built to transport Persian Armed forces throughout the globe and to discover countries that are without diplomatic links with Persia. Finally on February the 19th the English reforms have continued catapulting Persia into a civilised nation.
As you can see the people of Persia were not very happy about the reforms being accepted and rebel leaders have started to call for the Shah to transfer power to another political party. The Russian's have gone to war with Prussia meaning that the once tense border region is now devoid of any military activity.
The other major event this year has been the Shah announcing the commisioning of a new Railway which is too be built between the capital Teheran and the region of Mashad.

Better work on quelling that unrest, wow! Although... in my Bavaria game almost all the provinces I owned were red, and the only times I had revolts were in countries I newly conquered.

A first for Persia as the opening of a new library is announced. This signals our intent of becoming a rising power in the world.
Look Russia has got itslef a war, their attentions have been diverted from our country maybe we should attack to hopefully gain some provinces. Though they are fighting the Ottoman's who hold the Key to Persian expansion in the middle east.
While russia was distracted with the great war they were waging the Shah announced a great movement of Troops from the Russian border to the Afghani border. Both countries looked poised for war and while the relations between our countries was ok on 16th June 1853 the Shah announced that with disentegrating relations and the possibility of Afghani terrorism destroying out nations hope for the future. Afghanistan must be conquered War was declared and our Troops easily outclassed their meagre forces and the annexation of Afghanistan on January 23rd 1854 announced a new era of prosperity for our nation.
Immediately due to massive funds in the treasury the Shah announced an expansion of the current rail network with a l new line from Kabul through Kalat to Ardarken and then Teheran. Also a coastal route from Kangavar to Badar Abbas being added to aid the movement of troops from ships back to the hub of the country and also a line being extended to the Russian Border.
Research had also been finished into cultural and industrial expanses and the revolts were gradually slowing down though Troops were still meeting pockets of resistance.
Part 6 - Expanding Horizons

This decade has been busy for the Persian Armed Forces, First while the Ottomans and Russia were at war the PAF established command bases on the Ottoman border when the Ottoman troops had been suitable distracted by the invading Russians Persia strook. Troops marched into all of the south of Ottoman empire including parts of south Turkey. The following peace deal left Persia with four more territories and a way to the middle east a small force was mustered and Nejd was annexed with ease after their troops were suitably crushed. The Persian empire was rapidly growing and money was pilling up though resources of Normal Clothes and Lumber were stopping the factory being populated with workers and more railroads being built. Next was Ethiopia the key to middle Africa. The ethiopians put up the greatest resistance of all but were no match for the attacking troops. Then the last war of this decade involving Persia was waged against Oman and Zanzibar both being easily annexed by invading troops.

Russia managed to white peace with all but Austria who they lost a few territories too. But then decided to get themselves involved in a war with all the german minors. Tsk tsk
The Shah announced that the rapid expansion and annexation of large nations would be over for the large part to help stop rebilious subjects using the PAF to combat them and when the revolts have died down the conquering will being again.
(Also I want eygpt so my ethiopian resources can be shipped back to persia but the bloody frogs have guarenteed their independance)
The infractructure has not been improved as Lumber is in scarce supply at the moment.

Hey, great AAR, i've never been able to survive as Persia for more than 15 years. Good luck getting Egypt!! oh and don't forget Indian minors, great money makers! specially Orissa, Nagpur and Hyderabad.

The biggest worry I could think of would be BB wars... looks like -12 for year, +39 for uncivilized annexes, and +8 for civilized peace... yow.
