Seeing as Scotish king was the one who inherent English throne but this HTML class. Value is ultimately it was the English throne that became the head of the union and one government.

Perhaps if you hold both larger prestige and development perhaps have the ability to reverse a union.

I agree it should be possible, but it shouldn't be about development. Sweden could dominate the Kalmar Union and Lithuania could dominate Poland, and we should avoid things like that.

I guess once the lead country enters negative prestige and the junior has postive prestige and relations above a threshold the junior could have decision to become the senior?

To be completely fair though. It is not as-if the English throne ruled, but the land of England was richer and more prosperous. So while Scotland ruled over both Kingdom's, the center of the Kingdom became England.

I am guessing the same would happen if it was a Portuguese King who threw Spain into a PU. While Portugal's Throne would rule the country, Spain would be seen as the center of the country, and that would be where the King would rule from.

I'd be alright with it if we also allowed the option for a PU lesser to become the dominant PU partner through a war as well. I'm pretty sure there's no historical precedent for it, but given that you can both RNG into a PU and force one, it feels fitting to have the option to RNG into a reversal or force it.

I'd like to contribute one more example, quite a tricky one: Austrian Habsburgs inherited Hungary and Bohemia in 1526, and until Thirty Years War the 'head' of this union was pretty unclear, given that the common rulers preferred sometimes Vienna, sometimes Prague.
The picture is somehow forgotten because later Vienna clearly dominated, but until 1620 none of the three parts was 'minor'.

And before 1526, the Jagiellon kings of both Bohemia and Hungary resided in Prague. However, suggesting that Hungary was in any way 'minor' in this union is completely false. And any possibility of unification into one state, be it Bohemia or Hungary, was absolutely out of question.
