They often are referred to as just 'King', not 'Petty King', so I thought how about giving them the normal king crown to make them further stand out from normal dukes?
On the malus side, what better insult to them than 'to the petty king such and such'?

And perhaps count them automatically as grand dukes (for demesne)?
I'd like to see them capable of forming de iure kingdoms without needing 1 other duchy, too.
And perhaps custom kingdoms without needing 2 more.
Just because they are titular kings.
In order to avoid making things too easy for them, perhaps they should get some penalties if they do it without meeting the standard required number of ducal titles. And perhaps this should be limited to situations in which all three of: the ruler and his primary title and his capital belong to a culture (not necessarily the same culture) which has petty kings.
