I have a 3.2 Ghz computer and Victoria does not run too slow on it 
. However, I do see your concern and I can agree the slowness can be a bit annoying (I had a 733 Mhz computer at the time I bought Victoria). I still managed to enjoy the game however, mostly because the main issue was to learn the very important economics management of the game. If you run at below normal or normal speed lag is not such an issue, and I do not see why you would want to run at a higher speed with any of the larger countries. Then again, to play minors where you will need to wait a lot is another story...
